In Unix/Linux the ~ refers to home directories. So ~/.Xresources
would be in /home/username where username is your login name.

You will also see the ~ used for other peoples home directories.  For
example, other people can refer to my home directory as ~dreed and I
can refer to it as ~dreed or just ~/
