As the maintainer of Vacation I can say that this is not vacation that is doing 
this. vacation honours any "bulk" headers and now also rfc2369 mailing list 
extensions.

1.2.2 is somewhat old and the newest version 1.2.6 and 1.2.7.rc1 can both be 
found at http://savannah.gnu.org/projects/vacation/
