One reason to dd from cds is that he may have the disks available, but be unable to do a network install.
For instance, I recently installed 7.1 on my laptop. Under Windows, I was able to download the ISO images from my Linux desktop via my USB network card (obviously, it takes awhile via USB :). Then, I just pointed to the directory when I installed. I tried other methods, such as a SCSI CDROM connected via a cardbus SCSI card, but that didn't work.
