1)
  The ppp deamon reads the options from 
   (i) /etc/ppp/options,
   (ii)~/.ppprc
  order is key.
 
2)
  /etc/ppp/options should contain
  local-ip:remote-ip
Try , this and let me know, and also can you tell me
what is your /var/log/messages tell.
