groupadd was installed under /usr/sbin/groupadd but it still didn't work.
And the shadow-utlis rpm was installed. What I did was copy it from
/usr/sbin to /bin and it seemed to work fine?

Do you have /usr/sbin/groupadd, its part of the shadow-utils rpm.
If you do and it still doesn't work more info is needed such as
some error messages it gives.
