Actually, I'm rather surprised we still use nroff/troff for man pages.
Still, since we do, and there doesn't seem to be any fancy writer
around, I still have a little ditty I wrote many, many years ago called
makeman(1L).

It's straight shellscript, text-based, and walks you through writing a
man page, including brief help on all the *roff constructs.  A fellow
some months ago took a copy and put it on a web page somewhere, but I
can provide it again if you can't find it.
