Make sure your filter file looks like this, with root:root ownership and
755 permissions (at least that's how mine is).
-rwxr-xr-x 1 root root 9479 Nov 9 14:31 filter
My /var/spool/lpd/lp directory looks like this:
drwxr-xr-x 2 root lp 1024 Feb 17 21:10 lp
It just sounds like you have a permissions problem or the file is missing.
