They've been down due to bluescreens ever since they moved to using IIS.

Seriously, I'm not having any problems accessing them, but I think they're
using some automated system to direct you to the mirror closest to your
location.
Try accessing one of the mirrors directly (e.g. www.apache.de) and use
that to find a mirror closer to you.
