don't worry.

5 minutes diging through docs turned up the answer. somehow I'd had
/etc/locatime linked against something rather than
/usr/share/zoneinfo/Australia/Perth

re-created the symlink, and all is well! (still nfi how it changed though)

moral of the story? rtfm!
