my own personal preference here would be not to use ncftp and instead use
wget. wget is IMO far superior to ncftp.
wget ftp://ftp.redhat.com/redhat/redhat-6.2/i386/RedHat/RPMS/*

You're right...that would have required the presence of a file called get.
That having been said, he could have done a:
ncftp ftp://ftp.redhat.com/redhat/redhat-6.2/i386/RedHat/RPMS/ < get
where "get" was a file that contained the command:
"get *" in it.
