I've played with both. Both work fine.
If all you want is to run some Windows apps, win4lin is probably the
best answer, if only for the price difference. It's also a little bit
simpler to set up.
VMWare is simply awesome, though, if what you want is to completely
abstract an entire machine as an application on your "real" box. I've
seen mockups of entire networks running on lots of parallel VMWare's on
a single Linux box. Eats right into the memory in a hurry, but it can
be done. And VMWare will run most common intel-based OS's, not just
Windows.
