Hard to generalize. Debian had apt-get first... ;)
Even if you could accurately say "Red Hat updates their distribution
more rapidly than Distribution X," that isn't always an advantage.
Newer packages may have newer bugs. Sometimes old means stable, or at
least predictable.
For example, I love the 2.4 kernel. I do not love having to learn yet
another firewalling syntax; I'm barely (read: not) up to speed on the
2.2 stuff.
I think that which distro you use (or whether you use anybody else's
distro at all, or whether you use something like a BSD instead) depends
a lot on individual preference; who do you trust, whose system layout do
you happen to like, what are you familiar with -- the last time I tried
SuSE I gave up on it because I just didn't have the time it would take
to learn their media format, which is markedly different from Red Hat's;
not because there was anything wrong with the performance of the system
itself.
As for being stuck with old code under a Debian-based system, that can
be gotten around if you're willing to put in some time and effort
yourself. The "foreign" utility converts RPM packages to DEB packages,
providing wider options where new software is concerned; of course you
lose the assurance that the Debian team has looked the package over for
compatibility etc., but that may or may not be important to you.
I use Red Hat because I'm familiar with their distribution's layout,
it's been very dependable for the stuff I use it for (desktop, light
server work, firewalling before I took the time to pick up OpenBSD), and
I happen to like the company's philosophy so I don't mind giving them a
little money now and then.
