The TERM environment tells the system what your terminal IS, not what
you WANT it to be. You can't change your system's terminal characteristics
by changing the TERM environment, you'll only cause programs that use
your terminal to misbehave because they think it is a terminal that it
isn't, with characteristics different from what they actually are.
What you may be able to do is to set the LINES and COLS environments,
though.
I'm not clear on one thing: Are you talking about a LInux console (i.e.,
text-mode console) or are you talking about a terminal window when
running X ?
If the latter, all you need to do is to stretch the window, and the
system should send a signal (SIGWINCH, I believe) to whatever applications
are running in that window to tell them about the window's new size.
