Try this:
Login as root.
cd /boot
dd if=vmlinuz of=/dev/fd0

Then reboot with the floppy in the drive. You should boot off the disk.

Subject: boot floppy question

I am trying to build a boot floppy. I am following the HOWTO, but bomb
when I try to run lilo. Any ideas?

[root@gate floppy]# lilo -v -C bdlilo.conf -r /mnt/floppy/
LILO version 21, Copyright 1992-1998 Werner Almesberger

Reading boot sector from /dev/fd0
open /dev/fd0: Permission denied
