Actually no.  I am Australian.  Instead of a flat-fee monthly or hourly 
account the permanent dialup I use is a pay per Mb received account.

It's only a local call and I can stay on 24/7 but every bit of data I receive 
gets charged $0.19 per Mb (or $0.12/Mb if it goes through their web proxy).
