Well, here's the abridged version of my history with Explorer Micro
(there's more, but this should give you the general drift):

When I purchased from them, I specified all the components (video card,
sound card, HD, etc.).  But when the machine arrived, the sound card and
video card were cheaper substitutes.  I notified them of this and they did
send me replacements (though this took them about ten days).  Then I found
that the IDE controller on the motherboard didn't work and just wanted to
return the machine and get my money back.  They said they would do this,
but that the fifteen (15) day return period was passed and so I would have
to pay a 15% restocking fee.  I contended that this time period should
apply to the time when I was in position of the correct components (a
lawyer agreed with me about this).  In addition, most of the 15 days was
taken up by them getting me the correct components.

I contacted the Ohio State Attorney General's office, they sent a letter
(actually several) to Explorer Micro and a manager finally said I would
get a full refund.  That was back in April.  As of last week I still
haven't received that refund (though, yes, I returned everything to them
back then).
