It depends on the modems - some modems will work plugged back to back, as
long as you disable the dialtome detection.  Some external modem have a
dip switch that lets you set them for leased line operation.  These will
work just fine with just a phone cord between them.   Other then that, you
can play with putting a battery in series with the two modems.

In any case, you will have to send "atd" to one modem, and "ata" to the
other modem to get them to connect.  Try is running a term program on both
ends, with just a phone cord connecting them, and see what you get.  If
you get the "no dialtone" message, you will have to disable dialtone
detection.  Check your modem docs - I think "ATX1" will do it.
