Err... I beg to disagree. It's a difference between MICROSOFT'S
implementation of the character set and the STANDARD. As with
everything, Microsoft had to come up with their OWN version of the
ISO character set we use, and everything you use in Windows defaults
to that character set. You can over-ride that and specify a different
character set (such as "western european - ISO" instead of "western
european - windows") but by default the Windows-specific character
set is used by all MS apps.
