Because, as I mentioned, they redefined font encoding and the apostrophe,
open/close double quotes are placed into ASCII ^R, ^S and ^T positions.
Don't believe me. Save a page that has the screwed up text and look at
the file with a text editor that will display control characters.
As another person mentioned, it is MicroSh!t's smart quote mis-feature.
