I don't know the minimum amount needed for an FTP install, but
RedHat's manuals should tell you (that's where I remembering reading
the minimum amount for 5.x/6.x).  Their website has the manuals in pdf
format so you can download them if you don't have them.

It may be that the installer fits very tightly in 16MB so it's not
that you need an extra 16MB for the networking stuff, but it may be
just enough to put it over the original 16MB mark.

The fact that it went a while and then started thrashing could be bad
memory - it may just have taken that long for the bad memory to cause
the problem.

Check the memory and if it's ok, pick up an extra 16MB of memory
(should be in the $25-$50 range I would think) and try again.
