I think they intend for you to break that chicken-egg problem by
running rpm 4.0 off a installer CD and upgrading your rpm database
that way.

I would guess there's no real clean way to do that yourself save by
compiling rpm 4.0, using it to update the rpm database, and then
forcing the update of the rpm-4.0*.rpm

The only way to know for sure would be to RTFM.
