Modems commonly known as "winmodems" are modems that do not have the amount
of firmware/hardware that other "non-winmodems" have. Winmodems, then,
fill in this hole with software which is supposed to emulate the hardware,
but be less expensive, and provide for easy software upgrades. So, more
properly said, there are "software modems" and "hardware modems". The
downsides are that winmodems usually are not supported in non-Windows OSes
(i.e. linux) because the manufacturer isn't releasing the source code for
that proprietary software, or, if there is some type of support for your
Winmodem in linux (see www.linmodems.org), chances are good that you'll
spend as much time and headache getting the thing to work to make the
monetary savings irrelevant. If you do get a winmodem working, it consumes
a noticeable amount of processing resources. This may not matter to you if
your computer wastes them anyway.
There is no rule-of-thumb to making sure that you don't purchase a software
modem. Generally speaking, however, external serial modems and internal
ISA jumpered modems are hardware modems. Most PCI modems (with rare
exception) are software modems.
