Yes there are always configuration files to modify.  RedHat loves to use
/dev/modem as a link to /dev/ttyS? which is the proper serial port.  In
Control Panel you'll find where to set this up.  If that's done, then it's
probably because your modem is flaky, a "winmodem", or a PCI (serial
enumerator) type card.  What kind of modem do you have?
