Best is subjective...
Lets look at what is available, (that I have used)
Smartlist would have to be one of the most powerful, and reliable List servers
I have used, - it has a slightly steeper learning curve, but very powerfull,
and extendable.
Mailman is one of the easiest I have used, and works OK. not as easy to extend
if needed, however it does have a wider feature set than most, out of the box.
It can be a touch unreliable, and does have it's problems with larger lists
(to be fair, version 2.0 (currently in beta) is addressing this issue.
Sympa - I have not used - no comment
MajorDomo - pain in the backside to learn - very reliable.
IMHO you would best be served by Mailman 2.0 beta3 (http://www.list.org)
it would be easiest to use.
