I don't know about the US, but in Canada you are in fact responsible for any
vehicle registered in your name, regardless of who is driving. So much for
the "but it wasn't me your honour" analogy.

Again, find a security expert. Preferably someone who has a CISSP. Good
point about recruiting other agencies. Get a lawyer.
