When you say "no longer", the exact same set-up used to work? If so, I'd
say that something happened. Maybe you ran out of disk space... but it
seems more likely that someone changed something.
It's possible, I guess, that it's not reading the up- and down-arrows
correctly. But I'd check the scripts that set up your environment
(/etc/bashrc, ~/.bash_profile, ~/.bashrc, ~/.bash_logout) and make sure
nothing funny is done to ~/.bash_history (e.g., making it read-only,
linking it to /dev/null, etc.)
