Weird screen problems

My screen moves. It shifts left and right. What is this causing this problem ?
1. To high resolution
2. Bad monitor
3. Bad card

I have Xpert@Work 4 Megs RAM I think
Optiquest Q71 

In Linux I run X @ 1078x768
In NT 1152 x 864 

Maybe I  should lower screen resolution ?
Any hints to help would be appreciated.
