If you think procmail isn't even running, you may want to check the
permissions of the .procmailrc file.  It should be 600(-rw-------).
Sendmail v8.9 (don't quote me on this) won't allow your .procmailrc to
have different permissions w/o setting DontBlameSendmail in
/etc/sendmail.cf.
