We don't prevent people to print anywhere except. Locally on each windows
machine we install the necessary printerdrivers and network connections
for the printers in their neighbourhood.
The thing is that we have campuswide accounting of all printing and
everything goes through the same server whether you use windows, Linux,
Unix or something else. So we don't have to retrict people to which
printer they print - we can send the bill anyway :-).
The software we use is Samba, LPRng and some specially written accounting
software.
