There are two telnet packages -- telnet and telnet-server.
You need to make sure you have BOTH installed. Other than
that, you also can't (as you probably know) telnet in as
"root" for security reasons. 

You might consider looking at SSH anyway, as it's a secure
telnet session, so to speak.
