It's likely either an environmental problem (check for EMF sources -- the
base of halogen desklamps are notoriously sneaky about doing just that sort
Of thing) or a flaw in the monitor or video card.  If you've ruled out the
lamps, motors, bad fluorescent light starters, the cable, the connection,
etc., then I'd check the refresh rate (I've seen some monitors work fine at
one rate and then have asymmetrical problems at another rate) by
changing it.  If it "works fine in Windows" but not in Linux, it's possible
you have the wrong display adapter configured or you're using an X config
that has forced you to move the image to the extreme settings (left/right,
size, etc) with the monitor's controls.  Or it could be a flaky video card.
