Why don't you use wget?

There are Windoze ports of it if you don't have Linux running anywhere else.

The wget docs (both man pages, as well as plaintext/html) have info
on using proxy servers.

wget -c ftp://foo.bar.baz/path/to/zoot-yourarch.iso

If you lose the connection, do the same thing again, making sure to give
the -c switch to continue where you left off.
