hwclock does indeed set the time but if you set your time to UTC (I forget what
it stands for, Universal Time, Coordinated or something like that ) you need
to use the --utc option to get the correect offset. Is the problem with the
emails that you send? The sending time stamps are put on by the machine that
originally sends the mail.
linuxconf has a time tool to choose the correct time zone and to set the time.
I belive it only sets the system time which is not the same as the Real Time
Clock (RTC) or hardware clock. To set the RTC time to the system time use
hwclock --systohc --utc
Assuming your RTC time is set to UTC. If not just drop the --utc
man hwclock should get you going on this if you want to set and keep your
system clock accurate look into the xntpd package it has a couple of utilites
for keeping very accurate time accross networks
