up2date will allow you to specify a different host. Some of the python
parts of up2date reveal GPL (package.py and rpmdb.py), but the other .py
files reveal only "Copyright (c) 1999 Red Hat, Inc."

It's OK to distribute copyrighted and non-GPL'd sw on a distro if you have
permission from the copyright owner. If you happen to be the owner of the
distro and the sw, you're fine.
Regardless of the copyright situation (IANAL) I'd suspect that inspection
of the python code might assist in setting up up2date-compatible ftp
servers.
