I turned off pnp thru the PC's startup Config, then manually set it to IRQ
10 ( it was 15 in PNP mode),
then set it up as eth0 w/ IRQ 10 in Linux, but it still fails to
initialize. Any other suggestions ? I thought I read somewhere
that Linux does not support 3c509b specifically ?

Is it configured in PnP mode? If so Linux will shit a brick when it tries
to configure it (which it is apparently doing) In order to get it working
in Linux you will need to toss it into Manual mode and then fiddle with it
in windows to get it working under it (windows that is) Linux SHOULD have
no trouble using once it is outta PnP
