Well how about you:
1: Set CMOS to boot C,A and then password it.
2: Lock the box to prevent battery removal (CMOS password reset)
3: Then restrict lilo boots with paramaters with a password
This takes 10min's and $10. It is not perfect, but it is resonably secure.
