The short answer is no.  Assuming you have enough space on another
partition somewhere, just mount that partition under /mnt.  Copy all the
existing stuff on /local to it.  (which should really be /usr/local, BTW).
Then erase the existing /local directory, and re-mount the new partition
under /local.  Instant space. :)
