Keep in mind that routing overhead, which is not associated with any
particular process, will not show up in load average.  The CPU time used
on the routing simply "vanishes" and doesn't count for any purpose.  On a
mostly empty system, therefore, you will not see any load no matter if
your system is choking under the routing demands.  (which normally won't
happen because routing does not impose much load in the first place).
