Technically that's true, but it doesn't quite fully describe the situation.
NT 4.0 does ship with a driver that adds "limited" support for pnp.  The
driver is not installed automatically when NT is installed, but it is
trivially easy for a user to install later. While it is true the driver is
not officially supported by Microsoft, everyone that I know who has used it
has been successful with their pnp devices under NT.  It worked for me with
my USR pnp modem.
