This is what thread-aware news and mail clients are for. Use them.
Slrn, or mutt, respectively, are examples.

I'm not sure how you limit Usenet input? It's propogated to Usenet as a
whole, not through RH's servers.

That's probably why; because they can't regulate, they just allow you to
