How did I find it? First, I googled for your terms "linux kernel parameters proc printk", which led me to this post: http://www.ussg.iu.edu/hypermail/linux/kernel/0304.1/0922.html
I noticed that the diff refers back to the Documentation directory under the kernel source. Doing a recursive grep for some of those terms (particularly printk) and piping it through your pager will reveal some good sources. When I ran across "The four values in printk denote", I knew I'd struck gold.
