Personally, I find this to be a bad idea.  Everything needs to be backed
up, and that's a user's responsibility.  First the distributor decides
you need rpmdb backed up, and then the password and group files, and
then configuration files, and then they don't stop until you no space
for your backups.

A good administrator will take backups of the important stuff.  In my
daily backups, I include /var.

Even without a tape drive, you can take backups.  A hard drive just for
backups is pretty inexpensive and will save your data in almost all
cases (power surges that take out both drives are rare) - you won't be
protected from a rm / but for accidental erasures, you'll be in good
shape.  There are *lots* of free backup packages out there, including
some commercial packages that have free home use verions.
