Hello,
I'm not sure I can help with your problem, but here is a website that is very 
good how to in installing Oracle 9i. I sucessfully installed it and now using 
it, by following the instruction in this website:
http://www.puschitz.com/InstallingOracle9i.html

I did not make an install CD, basically I just downloaded the file, uncompress 
and unpacked it in a directory in hard drive, and run the installer from 
there.
