Thanks for the chkconfig --list. Dumb, the firewall was enabled. All I can think of is that at some point I had the firewall enabled and disabled it manually without restarting. Since this machine doesn't restart too often, when it did, it ran the firewall again. Not sure. At least everything seems ok now.
