It has been a while but IIRC both USR and 3com make pci modems that are not winmodems. I have never had an issue with a non winmodem pci card. If you are using the fax side for say, hylafax then you might hit an issue or two and asking on the hylafax list (after reading the faq) is a good place for modem info since they have to interact more closely with other fax devices and talking to all the functions of the modem is very important.
