Phil,

There are many things that could be getting in your way.
Here's something simple to check.
run:

   redhat-config-printer  

on the machine that you're trying to connect to and check
out the Action / Sharing menu option.    Make sure the 
Enable LPD option is selected.

P.S.  I just noticed you're on Redhat 8 so this may not
