I haven't much experience with this but I think that NFS shouldn't be too bad for this especially as you are doing things over time, you can do a certian portion first then another and another , so on and so forth.
Another thing to look at is to see how site mirroring tools work, I think most of them work over rsync but that would be interesting to look at atleast the command base if its rsync.

Its actually a migration from one system to another. It is a one time as such, but we where hoping to do a base copy whilst the system is live and then eventually disconnect all the users and do an incrememtal to catch up
