There are a number of reasons:

1. DHCP not running/enabled.
2. Is the machine physicall connected at both ends (plugged in securely to
eth0 and into hub/switch?)
3. Did you set up or migrate networking during the update from RH8 to RH9?
4. Run ifconfig to see if you get any output for eth0.
5. if not try ifconfig eth0 <your IP here>.

It really sounds like a physical connection issue.
