my experience, although limited, is that "COnnection Refused" is
yusually a firewall, on web server not running on said host.
#1 check a known good site (like google.ca) 
#1.a Check other internet stuff - telnet, ssh. email, pings
#1.b if none of the above work, skip to step 5 ;)
#2 if that works, have a friend connect to not-working-site.com
#3 if said friend cannot connect either, not-working-site.com is not
working.
#4 if said friend CAN connect, then your end is the problem, and an ugly
one at that... (selective firewall? Content Filter?)
#5 - if you can NOT connect to google, check your system logs for
errors  -things like packet drops and what not - they will be
obvious....  

#6 - if all this fails, get back on the list with alot more details...

(sites that do and don;t work - say two of each, yer OS version, any
error messages in Logs that you think look like they are pertinenet,
software you installed, if this is a default, out of Box install, what
security level you have configured the box to have etc. etc. - and are
you sending email from this same system that is having problems.
