I ran that command and it returned nothing. Can I install them after the fact? If so, how?

rpm -qa | grep kernel-source
if it prints something like 'kernel-source-2.4.19' then it's installed. If it prints nothing then it isn't.

redirected the make to use for the device config and it still didn't

That is the build directory for rpms. I doubt if it's relevant to the discussion.
